HOA Dues are $25/month.  Reminders are not sent out.  All association dues are due and payable on the first of each month.  Any dues received after the last day of each month will be considered late and will be subject to a $10 late fee.  We encourage you to sign up for the reoccuring ACH payment to pay your monthly dues.

Welcome to Arrival HOA

Annual Meetings A meeting of homeowners is held each year. All homeowners are invited to attend and encouraged to participate in this meeting.
Board Meetings During the development of the community, regular Board meetings are held only by the Declarant (Developer). However, the developer actively seeks input from the community and welcomes all suggestions for improvement. Once the community is complete and the Declarant turns control of the community over to the residents, then the residents will conduct regular board meetings.

ARC House Plan Review*: $200

Fees to be collected at closing:

  • $150 Setup Fee
  • $75 for 3 Months of Assessments Upfront
  • Totaling $225.00 plus prorated HOA dues.

*Lot owners who commence construction without an approval from the ARC will be assessed a fine of $300 dollars in addition to the $200 plan fee.

    Community Declaration (CC&R Summary)

    Summary of CC&R’s

    Setbacks: HOMES: 25’ front and rear; 12’ minimum, combination of 30’ sides; 25’ where side faces street. OUTBUILDINGS: 10’ side and rear, 15’ where side faces street. No outbuildings permitted in front of home.
    Outbuildings: Up to 2 allowed. Building Permit is required. Structures not requiring building permits are not considered outbuildings.
    Minimum square footage: 1900 square feet finished above grade for ramblers, 2200 for two-stories. ARC may approve as small as 1800 sq/ft on ramblers only, provided elevations have significant movement/fenestration/articulation.
    Garage: 3-car minimum attached to home
    Driveway: Minimum setback of 30 ft. from road. Approved Hardscape – concrete, asphalt, pavers
    Exterior Building Materials: No log homes. No vinyl or aluminum siding. A variation of materials must be used with preference given to stone, rock, masonry siding (vertical, horizontal or shake), and stucco. No wainscoting allowed without applying the same material to other areas of the elevation.
    Exterior Colors: To be approved at the discretion of the ARC.
    Fencing: No barbed wire allowed. No privacy fencing in front yards, along trail corridors, entry monuments, or along the park area (split or open rail OK). All fencing to be approved by ARC.
    Accessory Apartments: Expressly permitted. Can be part of home or as part of outbuilding. Home must be owner-occupied in order to rent apartment. All parking must be off-street. Accessory apartment doors cannot face the street.
    Animal Rights: Permitted. Governed by Title 17 of Eagle Mountain City Development Code. See Table 17.85.140 for specific animals and # of animals.
    Nuisance: No lot shall be allowed to create a nuisance in the community. Excessive or unpleasant noise and/or odor are considered nuisances.
    Unsightly Articles: Properties must be maintained in a neat and orderly fashion. Vehicles, equipment, recreation vehicles, campers, trailers, materials, etc. shall be hidden from view. Vehicles used every day for transportation may be parked in the driveway, garage apron, or other off-street parking.
    Landscaping: Front yard landscaping required within 9 months after occupancy. Unimproved areas of lots must be kept weed-free. Unimproved areas lacking in native vegetation must be seeded to prevent dust. Streetscape (lot frontage on street) must be landscaped and tree-lined. Xeriscaping, coupled with green planting acceptable. ARC to approve.
    Septic Test: Buyer will be required to conduct its own septic testing on each lot and receive approval from Utah County Health Department before Eagle Mountain City will issue a building permit. Details available from listing agent.
    HOA Fees: $150 fee for ARC plan review. Ongoing dues of $25/month.

    *Final CC&Rs will be recorded prior to closing on any lot. Each Buyer will have the opportunity to review the final documents prior to Closing.

    DRC Process

    Process

    In order to maintain strength of property values and integrity of covenant enforcement, each lot owner is required to receive approval prior to constructing any building on the property and prior to installation of any landscaping hardscape, or fencing.

    1. Any addition or modification to a Lot shall require the prior written approval of the ARC, whom are appointed by the Declarant, until Turnover Meeting. After Turnover Meeting the ARC will be appointed by the Board and do not need to be composed of Owners.
    2. All construction and improvements shall comply with Architectural Standards of Eagle Mountain City zoning code, Chapter 17.25.
    3. When repairing, restoring, replacing, remodeling or redecorating the exterior of a Living Unit the Owner shall use materials and colors that are similar to the original construction or are harmonious to surround Living Units.
    4. Plans must be created for approval (professional design recommended)
    5. Plans submitted without adequate and accurate measurements or a proper scale may be rejected
    6. Members can submit the plans via email at arrival@balancedbooksutah.com or at the Association office.
    7. If, after review, the submitted plans satisfy the requirements, approval shall be granted. An approval letter will be sent to the Member within 7 days of submission.
    8. If the submitted plans do not meet requirements, a denial letter will be sent to the Member within 7 days of submission, revisions shall be made or a variance may be requested to the Board. When additional plans are requested during the review period, the plans will be denied until the additional information is received.
    9. Association representatives may inspect the work to verify installation according to plan.
